Course abstract

Cadastral valuation of real estate:
During the study course, students gain an idea of the importance of real estate cadastral valuation. Students gain knowledge about the process of real estate cadastral valuation. Gain knowledge about the main factors that influence the cadastral value of real estate. Acquire basic skills in the cadastral valuation of rural and building land, as well as in the cadastral valuation of buildings, apartment property and engineering structures.

Market valuation of real estate:
Students acquire the norms regulating the market value of real estate and a range of other information necessary for determining the market value. Acquire knowledge about real estate valuation methods used in practice. Real examples are used in calculating the market value of real estate. Acquire knowledge about compiling a valuation report. Acquire professional requirements for an appraiser.

Learning outcomes and their assessment

Cadastral valuation of real estate:
1.Knows the legal aspects of cadastral valuation of real estate, as well as the methodology of cadastral valuation - independent, laboratory work.
2.Able to apply the acquired theoretical knowledge practically in the cadastral valuation of real estate, perform work carefully and accurately and work independently - independent, laboratory work.
3.Able to independently obtain, select and analyze information and data and use the acquired theoretical knowledge and practical skills when engaging in the cadastral valuation process of real estate - independent, laboratory work.

Market valuation of real estate:
1.Knows the process of real estate market formation, the peculiarities of applying real estate valuation methods in determining the market value of various real estate properties - independent, practical work.
2.Able to apply knowledge when determining the market value of real estate for apartment property, land property, land and building property - independent, practical work.

3.Able to independently obtain, select and analyze information necessary for determining the market value of real estate, and draw up a full valuation report. Be able to critically evaluate one's knowledge and skills, be able to be responsible for the quality of one's work - independent, practical work.

2. The essence of real estate market value. Norms regulating real estate market value. Latvian property valuation standards. Code of ethics for appraisers (1 h)
4. Characteristics of the real estate market. Real estate market information. Real estate market databases, their creation (1 h)
5. Real estate documents for valuation purposes (1 h)
6. Property survey in nature. Determining the best and most efficient way of using property (1 h)
7. Valuation methods, their application. Land valuation. Valuation of residential and non-residential buildings (1h)
8. 1st practical work – Valuation of land property (8h)
9. 2nd practical work – Valuation of land and building property (8h)
10. 3rd practical work – Valuation of apartment property (6h)
11. Analysis and conclusion of the values obtained as a result of the calculation. Content and design of the valuation report (1h)

In part-time studies:
All topics specified for full-time studies are implemented, but the number of contact hours is 1/2 of the specified number of hours

Requirements for awarding credit points

The exam consists of the “Cadastral valuation of real estate” part (60%) and the “Market valuation of real estate” part (40%).

In the cadastral valuation of real estate part:
Students receive an assessment based on the results of tests and developed and passed laboratory work.
After two written tests in the classroom and passed laboratory work, they receive a test with a grade.

The assessment of the market valuation of real estate part consists of:
• Developed and passed practical work.

• Successfully written test paper on theory questions.

Description of the organization and tasks of students’ independent work

Cadastral valuation of real estate:
Research of special literature on cadastral valuation of real estate, research of regulatory acts.

Market valuation of real estate:
Preparation of descriptions of practical work. Preparation for the test on theoretical questions using skills to navigate in the range of sources of special literature.

Criteria for Evaluating Learning Outcomes

The exam consists of the “Cadastral valuation of real estate” part (60%) and the “Market valuation of real estate” part (40%).

Cadastral valuation of real estate:
The exam score depends on the cumulative semester score:
1st test – 25 points,
2nd test – 25 points,
5 points make up 1 assessment score.
Laboratory work must also be developed and passed.

Market valuation of real estate:
1. The exam score is received after testing knowledge in a written test at the end of the study course and summarizing the results of practical work.
2. After developing practical work and preparing its descriptions, it is assessed whether students demonstrate knowledge and skills to independently perform real estate valuation activities.
